By the power granted to him under the Electronic Bulletin Board Act of 1789, Mr Forbes is declaring that henceforth the proper designation for the Gulf of America is -- yes, that's correct -- Gulf of America.
Implementing regulations will, of course, be subject to the Notice and Comment rulemaking procedures sketched out in the Administrative Procedure Act.
