The first study in NATURE did NOT find droplets or aerosols outgoing for study members WITH covid, so there was really no science at the time in early April when the CDC and WHO said go ahead and wear masks.

So after it was determined scientifically that masks and social distancing were found to be effective in reducing the transmission of COVID-19....Trump went out and ignored the rules and turned into a super spreader.
