Nobody except Obama holdover Horowitz would ever believe that anything other than pro-Democrat partisan politics caused the start of the Russia probe.

After all, Horowitz tried the very same whitewash of his first IG report.

So the report says the FBI under Obama (the Demo Party) was justified in investigating their rival, the 2016 Trump campaign..
And their grave concern was foreign influence in the US election...
