Not if Trump was already flying there as well on legitimate national business. It is a long standing practice that family members may fly with the President or Vice President as long as their expenses for the flight are paid by the family instead of the taxpayer.

If Obama had spotted a scandal akin to Hunter Biden getting paid 50 to 80 thousand dollars per month for zero expertise about energy and zero knowledge of the native language, then it would have been utterly appropriate for him to have asked the country involved to investigate.

In 2018, 3 Democrat senators asked Ukraine to investigate Trump, and that was okay for them to do that too.

Of course it was OK for the three senators to do so because they weren't personally benefiting from it....
