It's almost as if someone has led them to believe they won't have to pay those loans back???

That is precisely what they hope for.
That is why students today all "need" Apple phones and laptops, and drink gourmet coffee, and spend their junior years abroad.

Maybe they won't pay for their own loans...
But down the line, they will pay for somebody's...
