Pay attention toward the end of the clip.
Mueller's job was to charge, and NOT to exonerate or explain NON-charging decisions.
The second volume Mueller did (or rather Democrats Weissman and Rhee did) was purely political.
The Member of Congress correctly states that Trump is not above the law, but not below it either.
Ken Starr revealed problems with special counsels, and Mueller did as well for different reasons.

If police stop you for speeding and they notice that you have contraband in your car...do you just expect them to ignore it?

The report was written, the investigation closed, Mueller resigned and got his pay...
So what happened to General Michael Flynn?
Last I heard his sentencing was again postponed on June 24th...
Is he still waiting to be sentenced???

Neither Flynn nor Manafort will ever, when appeals are exhausted, suffer much unless you count their big legal bills.
Both of them were singled out for prosecution by partisans like Rhee and Weissman, and the only goal was to get them to lie about Trump.
