Trump pointed out that homeland security is the reason our military was created and it's number one mission.
Trump promised to use our military to protect our borders by having the Army Corp of Engineers build the wall if Democrats refuse to fund it. Trump pointed out that the Army Corp of Engineers is presently in over 23 countries constructing structures, roads and dams, now he will redirect their efforts to helping the United States first.

Trump directed the Sectary of the Army to identify which planned and ongoing construction projects in other countries can be cancelled to shift the assets to building the wall. The Army currently has over 3,000 Army Corp of Engineers in Africa working on pet projects set in place by Obama, I highly suspect Trump will stop those projects first, just to tweak Obama once again.
