The bastard also signed an agreement with the schools that they would stop arresting students for crimes they had in the past, which led to this shooting.

Yep, apparently this was some sort of Political Correctness thing where they thought any arrest would be seen as racist.
And now it appears that there were about TWENTY FIVE tips to the local cops or the feds, but nobody did anything.
Some agent was on TV last night saying, if ya do call in a tip, you get one of those calls centers where the person merely wants to get you off the line.
