Deducting State Taxes?

If you live in California and you pay a lot of state tax, people deduct that on their federal return, but this means low-tax states subsidize insane asylums like California
Would it be good to change this as Trump's tax plan aspires to?

As I live in a no state income tax state, I'm all in favor of eliminating this deduction .
But getting rid of the IRS would be better.

California is subsidizing the rest of America by being one of 14 states receiving less than a dollar back from the Federal government for every dollar in taxes paid in.

SACRAMENTO — California is on shaky grounds due to nearly $400 billion in unfunded liabilities and debt from public pensions, retiree health care and bonds, financial analysts say. It's California’s debt and liabilities that are concerning financial analysts, particularly the state’s rapidly growing unfunded retiree health care costs, which grew more than 80 percent over the past decade. California has promised $74 billion more in health and dental benefits to current and retired state workers than the state and is expected to for to over $300 billion by 2018.
The retirement plan is one of the most generous in the nation, covering 100 percent of retirees’ medical costs and a generous pension if they worked for the state for 20 years. Currently, the state can't fund the cost of providing care to retired workers without borrowing money, then there's those yet to retire who will be totally unfunded.
Bond debt also has risen substantially in California, with the state’s reliance on borrowing for infrastructure resulting in 1 of every 2 dollars spent on those projects going to pay interest alone, according to the Department of Finance.
Bottom line, California represents the sixth largest "spending" economy in the world.
