What about the newly discovered NSA database showing Trump was tapped at multiple locations, and so were many of his business associates?

Is Comey delimiting his definition to an affirmative order from Obama to wiretap versus the ongoing scrutiny to which Trump was rather clearly being subjected?

Clearly, from what we KNOW of Flynn's contacts as a foreign agent (because he himself registered as one after the fact of his misdeeds), Team Donnie needed and needs not only to be surveilled, but also locked up.
