Hillary's opinion didn't carry any legal weight as far as whether or not the deal went through. Her opinion could have been acted on or shrugged off by Treasury, regardless of what her opinion was. She only had the power to comment on the deal, not to alter it in any way.

"The most important one" in the deal was the Treasury Secretary who actually had the power to sign off on the deal, and no matter what red herrings you drag out, it won't change that fact.
