Comey was drafting an exoneration letter in May, and had started on that in March, and those were long before 17 witnesses were even interviewed.

Hillary was interviewed on a Saturday, at her convenience, not under oath, not on videotape, no transcript made, and with two of her friends present. No tough questions, and zero followup questions, were even asked.

Nobody can read 18 USC 793 and not realize Hillary violated the Espionage Act.

We know now that foreign govts did indeed break into her server, so there were national security damages done by her lawbreaking.

She also had intent, as shown by her Yale law degree and her later destruction of the server with BleachBit.

When Strzok found out about the Weiner laptop, he did nothing about it for an entire month and he was clearly just hoping for the election to arrive and for Hillary to win, but a court asked about the laptop and Comey had to reopen the inquiry into Hillary.

But as quickly as possible, and pretending that tens of thousands of emails could be looked at in a week or so, Comey let her skate free again.
