For the first time in the government's history, automatic increases in budgets will not take place.

Trump has told his cabinet members that he's sorry, there will be no automatic increases in their budgets instead told them they had to cut at least 5% from their budgets and how they do it is up to them. Hillary reminded the agency head that this would happen if Trump was elected.

Think about it, Hillary has admitted she tried to recruit the swamp to stop Trump's election, other wise would she say had warned them?
