California public schools proven to be racist

Three of four African-Americans in California classrooms failed to meet reading and writing standards on the most recent round of testing, according to data obtained from the state Department of Education.The fact that California's public schools are short changing blacks shouldn't be tolerated. The big question is why are California public schools screwing blacks over???
